Lee Foster was born and reared in Prosperity, SC. He is a graduate of the University of South Carolina, The South Carolina Criminal Justice Academy, University of Arkansas Rural Executive Management Institute, and The FBI Academy Leadership School. Sheriff Foster began his career with the Little Mountain Police in 1978, transferring to the Newberry County Sheriff’s Office in 1979. He then worked for the South Carolina Criminal Justice Academy from 1984-1989. In 1989 Lee Foster was elected Sheriff of Newberry County.

Jacqueline A. Holmes has lived in Newberry since 1982 with her husband Mr. Wilbert T. Holmes Sr. They have 5 adult children. Having received education degrees from both USC and Clemson. Jackie put in 38 years in the classroom. A Dean’s and President’s list student from both schools, Jackie joined the US Army and served for 38 years, including Desert Storm, before retiring as a Master Sergeant promotable to a Sergeant Major in 2017. Despite retiring from Education in December 2013, in ’21 she returned to Gallman Elementary where she currently teaches 2nd Grade. Jackie is a VERY active community member, serving Newberry through multiple organizations as well as our state as a James Clyburn fellow. Jackie Holmes was elected as the first black female to the Newberry City Council, in July 2020 and was recently reelected for a four-year term. Councilwoman Holmes wrote the proposal for the first Juneteenth, in which the city celebrated year three this past June. She faithfully serves the West End Side of Newberry. During her off time, she enjoys delivering food to those in need, assisting those in need of social services type assistance, going to antique car shows, driving her 1964 Chevrolet Caviar, shopping, traveling, reading, writing, and listening to Country Music especially, Darius Rucker and Gospel Music. Gene Shealy was named Chief of the Newberry Fire Department on June 1, 2022. He is married to Jessica Beam Shealy of Greenville, SC. A native of Newberry, SC, he is a graduate of Columbia College with a Bachelor of Arts in Disaster and Emergency Management. He is also a graduate of the South Carolina Firefighters Association Leadership
Gene Shealy was named Chief of the Newberry Fire Department on June 1, 2022. He is married to Jessica Beam Shealy of Greenville, SC. A native of Newberry, SC, he is a graduate of Columbia College with a Bachelor of Arts in Disaster and Emergency Management. He is also a graduate of the South Carolina Firefighters Association Leadership Institute and Leadership Newberry. Chief Shealy began his fire service career in 2005 with the Newberry City Fire Department. He was promoted to Senior Engineer in 2008, Lieutenant in 2012, and in 2014, he was promoted to Captain over Recruitment and Retention. Chief Shealy’s previous experiences have allowed him to work heavily with recruiting, mentoring, and training new members of the fire service for the City of Newberry and County of Newberry as well as assisting in instructing the skills portion of the Firefighter I and Firefighter II programs at the Newberry County Career Center. He also oversaw the Newberry Junior Firefighters program which brought in young men and women from various areas of the state. Chief Shealy has been an instructor with the South Carolina Fire Academy since 2014 and has provided training for firefighters throughout Newberry County and the state of South Carolina. He has served on the South Carolina Firefighters Association Advisory, Finance, and Recruitment and Retention committees and currently serves on the By-laws committee. Chief Shealy was recently recognized as an honorary inductee into the National Technical Honor Society for the Newberry County Career Center. Chief Shealy knows the importance of working within his community and serves as a mentor and volunteer coach.
Chief Wesley Palmore oversees the Prosperity Police Department in Newberry County. Palmore has had extensive leadership training while in the military, first joining the National Guard while in high school and serving 27 years in the armed services.

Angie graduated from Glenville State College in December 2004 with a Bachelor of Science in Behavioral Science. She later went on to obtain her Master’s Degree in

Angie is currently an Adult and Youth Mental Health First Aid Instructor, Life Space Crisis Intervention (LSCI) Instructor, Crisis Intervention Team (CIT) Trainer, and Trauma 101 Instructor.
Angie is passionate about bringing awareness to mental health and reducing the stigma surrounding mental illness.

Daniel Werts is a native of Newberry County and serves as the volunteer Chief of Friendly Fire Department, one of the 100% volunteer departments serving Newberry County. When not serving his community, he is hard at work and always supporting the Clemson Tigers with his family.
